Italian citizens and the COVID-19 pandemic: the safeguard of health, the economy and the role for EU solidarity

The survey aimed at exploring Italian citizens’ opinions during the period in which the COVID-19 pandemic was at its peak. The underlying themes are the trade-offs between the safeguard of health, the economy and individual freedom, in their interplay with EU solidarity and the evaluation of the government’s policies.


The survey aimed at exploring Italian citizens’ opinions during the period in which the COVID-19 pandemic was at its peak. The underlying themes are the trade-offs between the safeguard of health, the economy and individual freedom, in their interplay with EU solidarity and the evaluation of the government’s policies.
The survey, organized by YouGov together with the University of Milan, relied on a 2000 respondents’ sample, and was repeated twice, respectively during the first and the second week of April 2020. The surveys adopted a CAWI (computer-assisted web interviewing) technique upon a stratified sample, by gender, age, level of education and place of residence.
The following report includes all the most relevant questions, along with their distribution over the sample.
