A Social Union cannot just mean more EU level legislation, as it cannot purely be built through more policy coordination or through budgetary instruments either. All three arms of governance have to play a role and in due coordination.
László Andor is a Hungarian economist. From 2010-2014 he was Commissioner for Employment, Social Affairs and Inclusion in the Barroso II administration of the European Commission. From 2005-2010 he was a Member of the Board of Directors of the European Bank for Reconstruction and Development (EBRD), representing the Czech Republic, Croatia, Hungary and Slovakia.
